Often not, but the rules are tighter than for an unlit sign, so it's worth checking before you order. In England, an illuminated sign on your own business premises falls under Class 4 of the advertisement consent regulations, which grants deemed consent - meaning you can display it without applying, provided it stays inside the class limits. Non-illuminated fascia signs sit under the simpler Class 5 instead.
Exceed any of those limits and you'll need express advertisement consent from your local authority. A listed building may need listed building consent as well. The statutory decision period is eight weeks from validation, so factor that into your timings.
Interior signage is usually outside advertisement control altogether - a backlit logo sign behind an office desk needs no consent. The exemption is narrower than it sounds, though: an illuminated interior sign within a metre of a window or door, where it can be read from the street, is treated as an outdoor advertisement.
